That's pretty strict, but it sounds more like a scare tactic than anything else.

I agree. The problem you run into with something like this is they can't enforce it because putting something in a TOS doesn't necessarily mean it's going to be read and certainly doesn't mean they will enforce it. If they enforce it once, they have to prove it's been enforced multiple times with all members who do this practice.

You also have the idea that contracts written by companies are not law and thus can not be enforced unless notarized in front of a public notary.

People are fools to think they can be anonymous online.
As far as trolling and being anonymous things are changing.

Chances are back before the day when everyone had cell phones internet forums weren't targeted by mass spammers either.
