I need to have a small windows program designed to control a serial port I/O board. Can anyone recommend an outsourcing company or is there a better way to have this made? I am totally clueless 🙂

One of the options is to type up a spec doc and put it up for bidding on any one of the numerous sites online.
 
Most companies will charge you well over $100 hr with a bare minimum.

Specs of what you want accomplished would have to be provided.

Free-lancers will still need the specs but will charge less.
You may be able to get a fixed cost after specs are made available.

No one worth their salt will bid without some specs. The more detailed specs that you provide the better quality product and less chance of misunderstanding.
