WASHINGTON - The Sept. 11 commission's final report concludes the hijackers exploited "deep institutional failings within our government" over a long period but does not blame President Bush or former President Clinton for the mistakes, according to administration officials familiar with the findings.

The report, being released Thursday, describes the patience and determination of the hijackers and said they explored weaknesses in airline and border procedures, even taking test flights to see when cockpit doors were open.

White House officials and congressional leaders were briefed on the report's findings, and Bush is to receive a copy of the 575-page report on Thursday.

"It does not place blame on particular individuals or particular incidents, but in fact it identifies institutional failings that have grown up over time about the way our government is organized," one official said.

It concludes that Bush and Clinton took the threat of al-Qaida seriously and were "genuinely concerned about the danger posed by al-Qaida," the official said. It finds that neither president was to blame for failing to stop the attacks, which were the culmination of years of planning.

I think Bush made the only sane comment in his presidency. Figures that almost no one knows wtf it means.

Human Inteligence as opposed to Signal Inteligence. Some spook terms.

HUMINT = Human Inteligence = A person on the ground feeding first hand information back to the spooks. (most important, a person "right there" can tell you everything you want to know that a digital picture can never tell)

SIGINT = Signal Inteligence = A satelite, SR71 Blackbird, Predator drone etc. feeding digital information back to the spooks. (good to know but not as good as HUMINT)

Today SIGINT is the primary source of inteligence for spooks and HUMINT is the thing of the past and is no longer the primary source of inteligence.

Today's report by the commission investigating the Sept. 11, 2001, attacks will roam far beyond the hijacking plot and the government's failure to detect it, touching on issues including weapons-proliferation policies and the United States' treatment of detainees captured in the war on terrorism.

An excerpt of the report obtained by The Washington Post, for example, indicates that the panel will address the Bush administration's controversial decision not to grant prisoner-of-war protections to captured al Qaeda suspects, calling for the development of "a common coalition approach toward the detention and humane treatment of captured terrorists."

The report also urges more aggressive efforts to prevent terrorist groups from obtaining weapons of mass destruction and reveals that in 1998 U.S. officials worriedly discussed reports that al Qaeda "was intent on carrying out a 'Hiroshima,' " according to the excerpt.

The nearly 600-page report is a broad indictment of the government's efforts to combat al Qaeda before the Sept. 11 attacks. The document, to be released at a news conference here this morning, identifies as many as 10 opportunities to potentially unravel the plot and recommends a dramatic overhaul of counterterrorism efforts, including creation of a Cabinet-level intelligence chief, according to officials who have read the document, which has been the subject of a strict embargo.

A little more info before it's released.

BTW, the report is also going to be released in bookstores.

Just to clarify.

I said he made a sane comment. I never said that what he actually "did" was sane or even the same thing as what he said now.

?Even after bin Laden?s departure from the area, CIA officers hoped he might return, seeing the camp as a magnet that could draw him for as long as it was still set up. The military maintained readiness for another strike opportunity. On March 7, 1999, Clarke called a UAE official to express his concerns about possible associations between Emirati officials and bin Laden. Clarke later wrote in a memorandum of this conversation that the call had been approved at an interagency meeting and cleared with the CIA. When the former bin Laden unit chief found out about Clarke?s call, he questioned CIA officials, who denied having given such clearance. Imagery confirmed that less than a week after Clarke?s phone call the camp was hurriedly dismantled, and the site was deserted. CIA officers, including Deputy Director for Operations Pavitt, were irate. ?Mike? thought the dismantling of the camp erased a possible site for targeting bin Laden.?

"Later, when asked what made her decide to ask [millenniun plotter Ahmed] Ressam to step out of his vehicle, Diana Dean, a Customs inspector who referred Ressam to secondary inspectors, testified that it was her 'training and experience.' It appears that the heightened sense of alert at the national level played no role in Ressam's detention."
