Filter DNS server traffic

I have a netgear RT314 router and a few win2k PC's behind it.

Lately I have been getting sporadic DNS errors, so I put in my local roadrunner DNS IP's into the TCP/IP config of my computers. Things got much smoother (with name resolution)

Now I am facing a new host of problems:
- IE tries to be a server (according to zonealarm), it wants to receive connections from the DNS server port 53
- The print spooler subsystem app tries to make outbound connections to port 53 on the DNS server This is blocked by the router

Should I set up a filter to block the incoming port 53 packets for IE, or is zonealarm blocking enough?
 
IE is using port 53 for DNS resolution. IE just initiates the process needed to do this. If you block it chances are there will be no surfing for you. But, you can give it a shot.
