Film soundtracks

I was watching Ali (2001) the other day, and thought that my wife would probably like the soundtrack.

I looked it up on YouTube, found what purported to be the official soundtrack only to find probably 75% of the songs in it weren't in the film (or if they were, they were maybe used for a 10-second clip or less, or hidden away in the credits, or something equally irrelevant). If this album was labelled "music choices inspired by the film", it would be somewhat more honest, it just shouldn't have any packaging that suggests it's actually the film soundtrack.

So I looked up the soundtrack on Amazon UK. I got two results, one being what I had been listening to on YouTube, the other having more tracks that were in the film, maybe a 50% match, but that was about it, and missing some really good tracks from the film.

Why do they do this? It seems to me that they're just trying to trick people into buying something that turns out to be not was asked for, and in exchange for a few one-off sales, they're encouraging people not to trust them any more and/or to use whatever less-than-legal means available to make sure it's the real deal first (if they then acquire it legally at all).

Could be licensing issues, having the license to use it in the film doesn't automatically transfer to releasing it on a soundtrack.
