Film grain/noise on Windows desktop

Can you use a digital camera, or even cell phone, to photograph the condition? It's hard to imagine, and maybe we are picturing it in our minds incorrectly.

I doubt I could capture it by photographing it, but here's a picture of a plain dark gray background, but with film grain. Just imagine it's animated (like it's snowing, but the white pixels aren't falling down, they move around randomly).
