filenames that are longer than allowed by windows

I had someone bring to me a bunch of files that were had links to them in word. When I tried to burn a cd, it said that the filenames were longer than windows allows. I had the same problem when trying to create a self extracting zip file (compressing regular file worked fine). Does anyone know why windows allows you to create long named files but then when you try to burn them to a CD or create a self extracting zip file, it either tells you it can't or automatically cuts off any letters that exceed the limit?
