File sharing from XP to Win2000

Given:
1) Netgear G router
2) Win2000 desktop
3) WinXP Home desktop with XP2 service pack
4) Both desktops can connect to internet idpendently (no problems!)
5) Files are shared on WinXP desktop
6) Win2000 machine can be viewed (PINGed) from WinXP machine, BUT

Problem:
1) Can not ping WinXP desktop from Win2000 desktop (request time out!)
2) Can not see WinXP desktop from Win2000 desktop using network neighbourhood

What has been tried:
1) Tried various EXCEPTIONs setting with Windows firewall ON
2) Tried disabling the Windows firewall (still can not see the winXP machine).
3) Tried disabling the Windows firewall SERVICE (no success)
4) Microsoft KnowledgeBase is not very useful either (tired all their options).
5) Tried some Web Forum based suggestions (no success)

Interesting observation during a few trials (and results are consistent):
1) Had Win2000 'ping -t winXP machine's IP address' (continuous pinging).
2) Rebooted WinXP machine.
3) During startup, after Welcome Screen, for a few seconds, PING was successful.
4) After sometime status quo(!) - no PING!!

To me this behaviour is realted to some SERVICE blocking the IP address of WinXP permanently.

Not sure how to resolve this issue... any ideas are much appreciated...
