FIle missing or corupt

My buddies computer says there is a system file that is missing or corupt. We tried Scandisk and there is no problem with hard drive so we reformatted and reloaded windows and there was the same problem. WE can't get past that screen. I'm relatively new at this, any help would be appreciatted. Thanks.
 
all the information you can give would be helpful - what version of windows, hardware specs if you know them, file name, etc etc.
 
Athlon TB 1400, 512 ddr ram, wd 60 gb hd, Windows xp pro, abit kg-7 mother board.
I'll get back to you guys on the file name.
