Put on a CD as in burning as CDDA redbook format? I haven't done it in forever but I thought nero did it automagically so long as you have the FLAC codec installed.
 
DBPoweramp is nice because it integrates with your right click context menu. If you're just looking to play them, use VLC or foobar2000 if you want a dedicated music player.
 
AFAIK, all CD burner programs support FLAC files. You do not need to convert them before, simply tell your burner software to make an audio CD and point it to your FLAC files.

If you do need to convert them, you have lots of options. Foobar2000 is one of the best and easiest to use.
