Fence Issue

So I was checking on my in-laws rental unit the other day.. and saw one section of the fence was leaning.

The neighbors weren't home so I could just walked into the yard to check out the posts.




The pickets looked ok and the two posts from where I was looking alright too, so probably just need to straighten them up. Pour new concrete to make sure they are stable.

If the neighbors wants professionals to do it, hopefully it won't cost a lot. So I will have to stop by the rental again later this week and see if i can catch the neighbors.

The posts are normally installed on the owner of the fence's property.
Are you sure that fence belongs to the rental and not the neighbors?

Not being on-site, I can only make a few vague comments.

What is going on with that fence? I mean I see a combination of PVC pipe, a clamp, netting (?), abandoned (garbage?) on the right side, etc. Did someone try to prop up the sagging section by adding the PVC pipe and more as a reinforcement? If so that seems strange in itself, like... wood exists, could have just added a 2x4 instead and it wouldn't have looked as cobbled together.

Were these posts not adequately set deep enough or an insufficient amount of concrete then wind or some collision pushed it over? How old is the fence?

Considering that it's wood, I'd as soon suspect that the vertical post(s) in that section have rotten off just below ground level. I faced that with my fence, had to take the post out, dig out existing concrete, then set new post with new concrete. Digging out the old concrete sucked, but I needed it gone because the bottom section of the rotted out post was still intact, embedded in the concrete so it was in the way, wouldn't allow the new post to be set deep enough unless it was removed.

Which side is the neighbor's in the photos?

The neighbor side is to the right where the posts are located. The yard of my in-laws rental is where the pickets are facing.

The neighbor told the tenants that he had cleaned up the area, so I will go this weekend to check out if the bottom section of the posts were rotten.

Some times strong wind also knock the fence down in the area, which happened quite often and many home owners posted them on the neighborhood FB page.

I think I should start charging my in-laws for property management fees....
