So I have an i7 9700 intel @ 3.00Ghz.... but it runs like trash. I cannot even play games like Starbound without the RAM slowing down. The video card is average its an RTX 1650, but isnt bad. I tried going into overclock in the BIOS but it is locked, woth no way to turn it on. I cannot access xmp either. Do I have to buy a whole new motherboard.... or is there anything I can do?

How much ram do you have?

i7-9700, is it the 'K' model? Why is it at 3.00Ghz, and not 4.70Ghz or higher?

Second, RTX 1650? There is no such thing. There is a GTX 1650, which does NOT have RTX "on" capabilities.

Was this a pre-built, is that why the BIOS is locked down? Is this some sort of Dell AlienWare Alpha system?
 
If it is the i7-9700 with no "K" suffix then I'm afraid it cannot be overclocked.

You could see if your motherboard has a "multicore enhancement" option or similar to try to force it to run at higher boost clocks at the expense of heat and noise, but it's unlikely to be much difference between 4.4GHz and 4.7GHz (max boost w/MCE).
 
They mentioned not being able to play Starbound, so I looked at the hardware requirements of it: https://store.steampowered.com/app/211820/Starbound/

The i7-9700 would be able to handle that game easily. Even though the GTX 1650 is far from being a great GPU, it should be able to easily handle that game as well as long as the game settings aren't set too high (like setting it to "Ultra"): https://www.pcgamer.com/nvidia-geforce-gtx-1650-review/

There's something else going on if it's not playing smoothly.
 
So your specs are:

i7-9700 (locked) - 3.0 GHz / 4.09 GHz
2x8GB DDR4-2666 RAM with 19-19-19-43 timings
GTX1650 with 4GB GDDR5
2TB 7200RPM Seagate BarraCuda
1TB 5400RPM Seagate SpinPoint

Even at 720p with 2666 RAM, the 10100 (4C, 8T) runs within spitting distance of a Ryzen 2600X/2700X in gaming (even though the timings on the TechPowerUp 2666 RAM were 16-16-16-36, doubt this would make Starbound unplayable).

I don't see a particular red flag here, other than, you know, it's one of those things where you buy a prebuilt and the price is good (well, sometimes not) but there are flaws with each component.

However, then I saw his system information output for the 1650...

"Display Memory: 12072 MB
Dedicated Memory: 3962 MB
Shared Memory: 8110 MB"

Which seems a little weird.

Anyway, IMO would do a clean Windows install from Windows Media Creator, update to latest drivers, and see how things go.

Many times it's just that Dell have installed so much junk on the PC that nothing will run well.

A generic PC from Dell will not let you overclock.

Nothing wrong here.

OP probably will need a new system to overclock the CPU. Since Dell usually has it own motherboard format that's different from the standard ATX motherboard.

He shouldn't need to overclock just to play that game. Looking at the base specs and similar CPUs with 3GHz all-core / 4+GHz boost, this should run just fine. There's something else going on.

Don't get me wrong, it's a cheap-o build that "looks" good at first glance. But it should be able to run that game OK.

I didn't say he need to overclock to play the game. He shouldn't have to.

All I said was if he wanted to overclock the CPU, he needed a new system.

If OP thinks the CPU won't stay at 4.0 Ghz boost when playing games, see if changing the Power Options to High Performance helps.
 
Do some research and build your own. If you want help with that, head over to the PC building section and ask for some build advice, give a budget.
 
As others have said, a 9700 (totally stock) should be fine for most gaming, and especially the games the OP is wanting to play. There should be no reason to have to build a new system.

Either the OP is trolling, doesnt know what he is talking about, or something is wrong with that PC. (or could be a combination of more than one)
