Personally I'd go with R9 390 just for the possibility of 1440p FreeSync. 8GB VRAM also helps, some rare games on 1080p may max out the VRAM on GTX 970, and on 1440p the extra VRAM of R9 390 is a definite benefit.
As for noise, the Sapphire Nitro cooler is pretty quiet, and like the MSI Gaming cooler it's turned off at low loads / when idling.
