My friend lives in NYC. He dropped off a package at FedEx (Ground shipment) last Thursday and said it wouldn't leave NYC til Tuesday (9/2). Is that normal?

It is normal.
If you don't trust him, ask him for the tracking number.
 
It should have nothing to do with labor day. If he took it on Thursday it would have gone through the sort and been out an outbound truck to another facility. Labor day is only a problem if he didn't take it until Friday.

I bet he didn't tell you the exact day he took it.
