We have federal programs which are operated by the federal government and paid for by federal taxes.
We also have block grants which essentially gives money to the states from the federal government for certain programs the federal government mandates.
Then we have the option of simply cutting the spending at the federal level, lowering federal taxes which allow the states to raise their taxes if they choose, and return the programs directly to the states.
Which solution do people think is the best solution?
