I think there's something wrong with my driver, or something. I reinstalled FEAR Combat, because it was kinda fun to play, start it up, max out all the settings, and start playing, and I only got like 30-40 fps maximum, and this game is fairly old so I expected it to be better. I'm running

Q9550 @ 3.4ghz
GTX260c216 655/2100
4GB DDR2-800

Something must be wrong or my video card is lacking.

You should definitely be getting better framerates than that. Have you tried older drivers? This guy had similar issues and was able to solve it by installing the 169.28 nVidia drivers.
 
So disabling the HID devices in my Device Manager fixed the FPS problem, its up there pretty high now, but now my keyboard shortcuts won't work... Like Home, Play/Pause etc. I tried disabling 1 by 1 but the one that made my keyboard function right also caused my FPS to be slowed, any ideas?

I have some wireless Logitech MK300 set.
 
Do you use Setpoint for your Logitech keyboard settings? Maybe just closing that down while you're playing might have the same effect, and you can just relaunch it to get your keyboard working correctly. I'm just shooting in the dark here but it's worth a try.
 
Setpoint should be in your system tray, next to the clock.

Try disabling it before you play FEAR.
 
It is there, but if I exit it, the game still runs poorly, is there an option in SetPoint I am not seeing?
