FDISK with serial ata

One more problem. I loaded windows, when I formated hard drive, I already had small partition on drive. Is there a way I can remove 1 drive and change the letter of another in windows. And if not how do I fdisk a serial ata drive. Cause when I do my boot disk, it doesnt have drivers for serial ata so I cant access hard drive from dos.
