Apparently it is the percent of people who have common sense.
This is how the term common got to be applied, it is the kind of sense that SHOULD be common, but is in fact extremely rare, right?
The only other explanation I can think of is that it could refer to a sense that adheres to generally unexceptional and uneducated folk that would include all the relevant culture's superstitions, mystical beliefs, and generalized traditional ignorance that the relative small number of highly educated people more typical, now, of our historical past would have transcended because of their education and advanced capacity to acquire and process information. But , of course, that's just a guess.
