Nonsense. This is effectively the model for the entire health care industry, where the great majority of services and goods are paid for by someone else, the patients' insurers. The issue here is that an insurer was allegedly (this is America, innocent until proven guilty, you know) being defrauded.

So literally the only time I see people on those things is when I'm driving through really bad/low income neighborhoods - the incidence of seeing someone on of them in the vicinity of section 8 housing is like 50 to 1 compared to an average neighood in chicago.

I've concluded the whole thing is a huge medicaid scam based on that alone.

Perhaps instead of raiding the scooter store they should raid whole food and find out why their prices are so expensive and figure out a way to force them into bad neighborhoods so people of low income can eat healthy too and retain the use of their limbs.

Just a guess but I suspect decades of federally subsidized heavily federally promoted high fructose corn sryup has plenty to do with it. One of the unintended consequences of the federal farm subsidies.
