Fax Server Software/Hardware/Setup

I am looking to setup a fax server that scales several hundred to several thousands clients. I am not sure where to begin. I was hoping someone had some expertise with this area.

It needs to be cost efficient (or open source) faxing software. Each client needs to have their own number. An API would be nice to setup custom business rules to control the service. Should allow Fax to Email / Email to Fax service. Don't want busy signals or have to wait for item to send.

Any help on this type of setup would be great!
 
Well I think your reply is common sense for an IT person. That is the first thing any of us would do for researching a topic. Since there were so many different solutions I turned to this forum hoping for some real expertise.

You don't really know who which is the better software. Or which companies are just piggy backing on the other companies as resellers. They could even just be using open source software themselves and packaging it with some hardware to make it look like a turnkey solution with a big price tag.

I am looking for advice from anyone who has first hand experience in this area and their personal recommendations.
