I wanted to resist having discussion in the thread of quotes, letting the quotes simply be posted, but this one cries out for correction by its dishonesty in the lack of context.
Kerry wanted the funds to be paid for with taxes. Bush wanted the funds spent by borrowing.
Kerry voted against the bill with borrowing, and for the bill with taxes. Bush said he would veto the bill with taxes if it passed, and he signed the bill with borrowing.
So they were equally in favor of the spending with one method of financing, and opposed to spending with the other method of financing. Equally 'flip flopping'.
And yet, this was misreperesented by the Republicans as the most prominent incident to 'prove' John Kerry was a 'flip flopper', in contrast to Bush as not a 'flip flopper'.
The larger context of the quote was that Kerry was further dishonestly accused of simply being against funding the troops, and he was proving that was not the case, by showing how he had voted for the funds when the financing wasn't borrowed, and only voted against them when it was, so the issue was financing, not troop funding. Since Bush threatened to veto the bill if paid for with taxes, he was equally opposed to funding the troops.
