Cartman because he killed that guys parents and made the kid eat them in chili, all because the kid sold Cartman his pubes.

Cartman is easily one of the funniest (if not THE funniest) character on the show. Nailing so many roles, like when everyone ignores him leading him to believe he is dead, when he acts retarded to get into the special olympics, the chili incident, the Jennifer Lopez incident...there are just too many that are TOO good, and its all nailed by Cartman, no other character could pull it off and be as funny.

Butters is 2nd largerly because he helps set things up (for instance, when Cartman thinks he's dead and is a ghost, we need Butters for that episode to work). That and they can pick on him mercilessly. Kenny was a crude character to do the cruel things to (they just killed him off every episode early on as his big joke, lazy), but Butters is pretty perfect for episodes such as LoTR/BDS9 😉
