When I boot up the computer it loads normally except its missing a bunch of letters and everything is slightly distorted in lines like the matrix letters... then windows starts to load then stops and turns off..

All indiviual components liek CPU and mobo, video card check out... could this be PSU?

"Stops and turns off" is not good. Do you mean like shut down hard=Kaput!

Did you reseat your cards, was it cold booted or just soft booted?
What PSU brand & model? Have you smelled any ammonia or farts from the rig?
Have you looked for bulging or leaking(venting) capacitors on the mainboard, graphics card
or inside the PSU. Pics of leaking caps can be found at http://www.motherboardrepair.com or http://www.badcaps.net/

Answer the above questions for me and others that might assist you.

EDIT: Is the heat sink loose on the graphics card?

Apparently the problem is the card... it's the Leadtek 6800Gt... I'm running a 9800pro right now it it runs fine...

I searched the net and many other people had the same problem..
