Faulty monitor or graphic card?

when i open a window, explorer, or any kind of apps, i get a dragy or a distorted image when i drag that window around.

Let say when i drag my messenger from bottom left to anywhere of the screen, the texture my messenger gets distorted. Could this be the problem of my graphics card or monitor?

Monitor: Samsung syncmaster
Card: ASUS 6800GT
