Fatal1ty AN9 32X sending incorrect voltage

Here's my setup:

Fatal1ty AN9 32X - newest BIOS update installed
X2 4600+ (Windsor)
3GB DDR2-533 (old ram, but whatever)
GeForce 8800 GTS OC 640MB
74GB Raptor

** All voltage and temps are coming straight from the BIOS, no third party tools, haven't even loaded windows **

When I set the board to automatically determine voltage for the CPU it sends 1.7V, this cpu wants 1.3V to 1.35V for stock speeds. No problem, just set it manually and be on my merry way, right? Wrong. When I set it to 1.3V and reboot I am greeted with my cpu now getting 1.55V, I go to the configuration tool and it has my old settings and is telling me it is still set at 1.3V. It does this for every voltage i've tried. 1.5V sends 1.8V, 1.7 sends 2.04V (!). According to what it's doing I'd need to set it at 1.1V-1.125V to get it into the proper range, but the lowest selectable voltage is 1.3V.

Am I missing some very obvious option or do I simply have a board that needs to be RMAd?
