WASHINGTON (AP) -- District of Columbia police have released a videotape showing witnesses doing nothing to help a man after he was fatally shot at a gas station.

"That's just one of the worst things I've ever seen," said Police Chief Charles H. Ramsey. "There just aren't words to describe something like that."

Police said the station surveillance video showing the January 31 slaying of Allen E. Price is disturbing because it not only shows the crime, but the apathy of those who were there, including one man who continued pumping kerosene after looking briefly at Price's body.

Not only did the man finish pumping his kerosene, but paid for it and drove off, giving the camera its clearest look at Price lying on the ground. That customer has not been found.

The camera also recorded several cars pulling away from the station after the shooting, with at least one car pulling up to the kerosene pump beside Price after he was shot.


Police also interviewed dozens of people on a passing city bus but no one saw anything.

Police have no motive or suspects.

And another thing. If that person didn't feel that he was in enough danger to keep pumping gas, he could have AT LEAST gone over to give the man some help. Put something over the gunshot wound to stop the bleeding. SOMETHING DAMNIT:|:|

Well, there is that theory about bystanders, how the more people there are, the less they are likely to help. You know, each guy is waiting for someone else to do something, no one feels personally responsible. So, if you're in danger, you're better off asking individuals for help rather than a crowd.

IIRC, it's illegal to ignore a medical situation if you're Red Cross trained.

I really think that story must be exaggerated. People aren't that flippant about seeing a person shot on the ground.

I've called 911 three times in my life, and would've at least have done that in this situation.

Yeah, this isn't someone's "first hand account". It was caught on videotape, there's no disputing that evidence.

ummm. maybe some people didnt know he was shot? didnt notice? maybe he thought it was just a street bum or something. thats the only thing i can think of to justify that...

damn. thats terrible. at very least i would have called 911 or if i didnt have a phone, go into the gas station and call from there... there is really no excuse...

From what I saw on the tape, the bystander was RIGHT THERE when the other dude got shot. The shooter ran off and immediately after, the bystander walked around/over the victim and into the store to pay for the gas. Didn't even act like something was wrong. He apparently just drove away after that. The owner of the station only later called the cops after seeing the guy on the floor.

The people who ignored him and went about their business should be arrested and charged. There is no excuse for that kind of b@llsh$t.

You know how some of the 'candid camera' type shows have gotten out of hand? I wonder if the guy pumping gas was afraid he was being filmed for exreme Jackass or something.

i am in NO WAY defending the guy, but maybe he was in shock? could have been a couple hours before it actually hit him that someone shot someone else... he prolly realized it later and puked and cried... then called a lawyer so as to make sure he couldn't get in trouble...

I was taught that if you are needing help as a responder or if you are in need of assistance, you should look a person in the eyes and firmly say "You in need YOUR help." People will generally do the right thing. They just need that little something to get over the "Why doesn't somene do something?" feeling. By making eye contact, you make it a personal request from you to them.

After the shooting, one witness ? who was just feet away from the gunman ? looked for a moment at Price?s body and then turned away. Not only did he finish pumping his kerosene, but the man paid for the purchase and drove off, giving the camera its clearest look at Price lying by the pump. Police have not found that customer.

For the next few minutes, the camera records a series of cars pulling away from the station, with at least one new car pulling up to the kerosene pump where Price lay. But it is not until about 9:13, more than three minutes after the shooting, that the gas station?s manager is seen approaching the body.

The manager, Philip Donkor, said yesterday that he did not hear the gunshot from his bulletproof booth and was not aware of the shooting until a customer told him. He said he found Price on his back.

?He?s dead. His eyes open. His mouth open,? Donkor said. ?Right then, I saw that he was dead.?
Police said that someone in the area finally flagged down a police car, and it arrived about seven minutes after the shooting.

And um, what exactly can they do? Look at the b1tch who ran over her husband with her SUV - caught on tape - the private inspector did nothing to stop nor prevent her from running him over TWICE, caught on tape for the whole world to see. What does it make that guy who did nothing but film it?
