Well, really, by the time you find anything, the file could have been transferred via any method.
Does the tablet machine have a PCMCIA slot? Does it have any ports like USB or Firewire? I'm assuming not, given its age.
If you can get a very very good type of PC Card ethernet adapter (like a high-end 3Com or Intel), you'll probably get better throughput. Most probably depend too much on the CPU, so that the slower processor is a limitation. I don't know if any PCMCIA cards are available like that though, given the very small form factor they have to fit into.
2Mbps is to be expected for a WiFi 802.11b connection, especially with the slower CPU in the tablet.
Firewire would probably be less CPU-intensive and easier to get higher performance with, but I've no idea whether you'd truly get high speeds out of it. You should at least manage similar speeds to a good Ethernet connection, but this will end up being more expensive because you will need to buy software to enable the Win98 machine to use Firewire networking.
Your cheapest option might be to get an adapter for a laptop hard drive's connect to allow it to connect to a regular IDE cable. They're pretty cheap. Of course, this is a hassle if you're transferring files all the time.
