I know this. But we are talking about Comcast. Since when have you found evidence of common sense coming from Comcast?

BTW, if I go to Apple Trailers (PC, Apple TV, etc.,) sometimes I run into playback issues. Yet, if I grab the exact same official trail from YT it plays without a problem.
I get the impression that Apple trailers only "stream" in BluRay quality, unlike YT that tries to pick the best quality (but may be much reduced quality)with a reliable stream.

I got 95, but on speedtest I got 476/577, so something is up, and my ISP isn't throttling me

Just means your ISP is being routed through someone elses servers who are limiting you to around 100mbps to netflix servers, could be your ISP, or anyone inbetween.

I think that was a reference to the FCC rule on device power that limited perfect speed to 53.3 in the US despite the tech being capable of 56k

Possibly. My response was a reference to the tech being capable of 56k but never getting close to that because the phone lines were all strung up back in the 1950's and wrapped in tar paper.
