Fans spin, stop, and then keep spinning

So i just got all of the parts of my build together. At first it powered on great and i was able to get into the bios. I found out that i had a bad HDD, so i got a new one. I got it installed, but when i went to power the computer on it would spin all of the fans for about 5 seconds with no video. After that 5 seconds it would stop spinning all fans and then spin again (non stop). I still am unable to get video. I tried 2 different video cards and still get the same results. I also tried re-seating the RAM and CPU and CMOS. Also tried a different PSU.

Make sure your reset button/pwr buttons are connected properly.

Take out the RAM - do you get any beeps?
If yes, put one stick back in.
What psu/cpu/mobo/etc etc?
Try resetting CMOS with all power disconnected - its free and it might work.

Motherboard: Asus P5E
PSU: CMPSU-750TX (750 watts)
RAM: 4GB Crucial Balistix (2x2GB PC2-64000)
CPU: Intel E8400 (with stock heatsink)
GPU: 2 Visiontek HD4850s
Optical Drive
HDD: Raptor X
Case: Coolermaster Cosmos

Would a bad CPU be causing all of this? Reason i ask is because the CPU is the only part i bought at a local store (microcenter). So it is fast and easy to exchange.

maybe, but it's sounding like either motherboard or PSU. the PSU can be tested manually via a Multimeter.

damn. Those are parts that i didnt want to be bad. I did try another PSU and i was getting the same issue. It is weird because from the time it was working all i did was leave everything and then went off to work. I came back and connected the new hdd and now im stuck here.

I should also add that when i unplug the 4-pin MB power connector i dont get the issue with the fans spinning then stopping then spinning again. But i obviously still dont get video.

I just made a new thread about the same issue...I'm also in the same boat, except in my case it was a new LCD monitor. I tried resetting the CMOS but it didn't do anything for me. I'm also suspecting it's the motherboard...or my engineering sample q6600. How sad... :(

yeah. I did an RMA on the motherboard. What also sucks is that i dont even have a speaker to hear any post errors.

I should think that post error sounds come from the motherboard. You don't need speakers for that..
