fans spin for 1 second then nothing...?

I currently have 2 computers from 2 different friends with the same problem. 1 is an Athlon XP system the other is a P4 system. They do the same thing though...I hit the power button and the CPU fan spins for 1 second, then nothing. On both systems the little green mobo light is on, and remains on as long as i have it plugged in. I tried a PSU that i know works(i pulled it out of my system) and the little green light remained on, but now the CPU fan didn't even spin, nothing happened.

it seems weird that they both have the same problem, must be a coincidence, but does anybody have any ideas what it could be?

but wouldn't something else happen? nothing else powers up on either system, just a quick spin.

Remove the motherboard and test on bench with nothing but processor installed. See if you get beep codes for no ram. If you do, work forward from there. If not, clear CMOS a coupla times. If you still don't get any beeps, you're not posting and it's either the PSU, motherboard or chip...assuming you have the power on from the front panel connected correctly.

Have you tried disconnecting the floppy drive? Had the same thing happen a couple of weeks ago, bad drive apparently.

The PSU might work, but its probably not powerful enough for that computer. What is the one you had in it and the one you tested in it?

Happened to me in the summer. After some very long research and frustration I closely inspected the capacitators, and it turned out they were swollen. My mobo is an MSI K8N Neo Plat, and people told me that MSI uses crappy capacitators. I RMAed it and now my system is up and running. :)

the PSUs that they were running on were low powered(275 and 300 watts) generic crap. the one i tried them with was an Antec 430watt(i think it was 430). I know the antec works because it's back in my system which i'm on right now.

I tried pulling out the mobo and putting it on a box, disconnecting everything but the ram and got the same results, then i switched to some other ram, same thing. maybe it is a mobo issue like Xyclone's...i'll order a new mobo for the AMD system and see if it helps. it's just so strange that they would both do this. they've both been running for about 3 years(the p4) and 1 and a half years(the athlon). thanks for all of your suggestions guys, i'll be back if i get stuck again.
