fans spin for 1 second, then nothing...help!

I have a Biostar M7NCD.

I put everything together, and flipped the power switch, no lights of any kind turned on, but all the fans(2 case fans, CPU fan, PSU fan) spun for 1 second and stopped. If i hit the switch again, nothing happens. If i turn off the PSU(or unplug it) then turn it back on, and hit the power switch, the same thing happens.

I unplugged everything one at a time, until i was down to just the ATX power plug, and every single time the same thing happened. I have a PSU tester, and it says my PSU is good, I made sure the mobo wasn't touching any part of the case, and i even completed the circuit on the powerswitch pins manually so there was no use of the switch and the same thing happened...so now i am baffled. Is my mobo DOA?

Are you sure you don't have a short between the motherboard and the case? Did you install only the ATX required motherboard standoffs in the case? You might want to try the motherboard out of the case, sitting on cardboard box or other non-conducting material.

Also:

1) check your heatsink installation, it's possible to get it backwards (third and fourth photos show right & wrong)

2) check that the JCMOS jumper is set for the normal position and not the clearing-CMOS positin.

Heatsink fan plugged in to correct board connector?

Try another power supply. They can be funny sometimes. Had same thing happen with a friends. Tried unplugging everything, and nothing. Bought a new power supply and mobo(just in case it was the mobo), and once I put in the new PS, it was up and running.

could also be memory or video card aren't all the way in their slots.

Same happened to me and it was a dead power supply. Im sure thats what your problem is.

well I used a friend's PSU tester and the green light wouldn't come on...apparently my PSU tester is defective. so i guess you hit the nail on the head Gnoad.

Thanks for the help and suggestions, everybody. I don't post very frequently, but whenever I have a problem somebody here always has the answer!
