Fans Not Working

This is my first build, so I apologize if I'm asking a stupid question. Anyhow, I fired-up my build and nothing bad happened.😎 Here is my build info: EVGA GTX 460 SC, EVGA P55 FTW 200, i7-870, Windows 7 Home Premium 64 bit, Enemax 85+ 1050 watts, Coolermaster CM690 Nividia case.

The problem is some of my cooling fans are not working properly. I have the Lamptron FC5 V2 fan controller. I have my Noctua NH-U12P SE2 (two NF-P12 fans) connected (using the standard Noctua Y connector, not the quiet ones) with an exension cable hooked-up to one channel on the Lamptron controller. The Noctua fans won't start unless I "tip" them to get them moving & I have no rpm readouts for channel one.

My next problem is that I have two Noiseblocker Black Silent Pro PK-3 140mm 1700 rpm fans connected using another Y adapter, hooked to channel two of the Lamptron unit. One fan spins normally, the second fan sometimes starts (sometimes not), but always runs at a very slow speed. The LCD readout shows the RPM's and varies when turning the control knob as it should.

I'm wondering if I have a defective FC5 V2, or if my amps are not high enough. Unless I made a mistake, I thought the fans I chose had low start-up voltage. Regardless, I would like to correct the problem, so I look forward to any suggestions. 😕
