Fan speed control for CPU?

Hi! 🙂
I built a system with:
Very loud generic Spire CPU fan
Sempron 2800+ BX
ASRock K8NF4G-SATA2
Win XP

It would go to a not too technical person, and I am looking for preferably some automatic speed control or even just a way to lower its speed a little. Maybe something that would run in the background with little resources and little trouble. What do you recommend?

Also, it is usually claimed that Semprons only get CnQ from 3000+, but some people claim that even some slower ones do. How can I check if it's available for my CPU?
 
Another recommendation from me for SpeedFan.

To check CnQ, go into your BIOS, under CPU configuration. There should be a setting for Cool n Quiet, if your processor can use it, you should be able to check "Enabled."

I am familiar with speedfan since a couple of years ago, but though there might be some small new app...

My BIOS did automatically mark CnQ as enabled. Is that it? Their website lists a CnQ software. Should it install without any evidence under control panel or programs? Because I see none.
