Fan possibly going bad

I have an HIS ATI X1950 Pro I got about a year and a half ago. This one, from newegg. Every once in a while the card would start overheating, and I would blow dust out of it. It would be fine for a couple more months. Recently, though, this hasn't been working. When properly cooling, temps go from about 50C at idle to 75C at load. Right now, temps are bumping easily into the 85C range. It's already rebooted several times.

The fan on the cooler just isn't spinning fast or easily. I had a case fan do this a couple months ago, before I replaced it. It just starts binding up. I think this is the problem, currently. Fan speed isn't high enough. Is there an easy fix? Would it be possible to just buy a new fan cheaply that would fit into the old heatsink system? Should I look into an aftermarket cooler? Or should I just buy a new card?
 
I doubt you can easily or cheaply replace just the fan itself. This Thermaltake is $15. I think it should be compatible. Once you start thinking about the $30+ aftermarket fans, it's time to look for a new card.
