blowing or sucking air on the heatsink?
Also, immediately after installation with AS3 and a panaflow blowing air on it, my temps as I am writing this (while running SETI) are 50 C on and 1800+. Is this normal? My temps with the retail HSF (and AS3) were the same. Albeit the 60mm fan was much noisier.

Note I applied the compound as described on the arctic silver 3 website.
 
I'm pretty sure it's suppose to blow air onto the hs.

if you think about it, a high rpm noisy fan puts out the same cfm as the low rpm panaflow, the cooling should be the same. now if you tack on a delta, or sunon, you'd probably see better temp.

my 1600xp oc'ed to 1.65 sits at 54 C all day, idle. and I have a swifty and a 48 cfm ys tech. so your temp doesnt' sound that bad at all.
 
The fan is supposed to blow onto the heatsink. Your temps should go down somewhat after a few days because it takes awhile for the asIII to properly set. If the retail fan put out more cfm than the panaflo, its entirely possible you will get similar temps.
