No, the clips mount on the bottom side of the fan frame not the top, so thickness is not an issue.

You do not need a 15mm fan. It just needs open ears on each corner of the fan frame so the clip can sit in the holes. In other words the average 120mm x 25mm thick fan should fit fine.

The only question I have my BIOS says the fan is rotating at 1284 rpm doesn't it suppose to be going 1500 rpm ?

You didn't by chance read the little manual that came with the fan (or look at the box for the specs)?

Rotational Speed (+/- 10%)
1500 RPM
Min. Rotational Speed (PWM, +/-20%)
300 RPM

If you want it to run at 1500RPM, go into your BIOS and change it to "full speed" or "100%".

Also, I'm not sure why you would want to run a fan (especially a good PWM) at 100%?

Your motherboard will increase and decrease the speed automatically as needed when your CPU temperature rises, and falls. Most people would leave the setting at "normal".
