Fan Noise

Hi All,
To make it short, I setup an old pc for my five year old to play some games on and learn a little about computers. I had an old Ti4200 that has been in storage for about a year. I put the card in and the pc fires up everything looks great and then the video cards starts making a lot of noise. Kinda like a wineing sound. I check th ecard and th efan is running ok the computer graphics look good an i played a few games no problem.

Now is there anyway to oil or clean the fans or do i need to just buy a new fan. Keep in mind the its for a five year old and the motherboard has on board video, so I don't want to spend alot of money.
