I have an AT style mid-tower. Which way should the fan at the bottom of the case blow - in or out??
Keep in mind that the CPU is right behind it.

IMO,it should blow in. That way, it will help cool the cpu by providing cool air to the h/sink/fan combo & as hot air rises be removed at top via the psu.
 
I would have it suck the cooler heavier air IN from the front bottom and have the lighter warm air sucked OUT by the power supply fan at the rear top. This way you would have a nice natural flow of air through the case.

it's designed so you snag cold in in the front, low, and push it through your case through your CPU, etc and have the hot air raise out the rear exhaust and/or PSU exhaust.
