Which way is the fan on the CPU heatsink supposed to blow the air? Down towards the heatsink or away from it?

Do I need a fan on the Northbridge heatsink (Iwill KK 266-R)?
Would I need one if I decide to overclock?

Some go either way. In tests, 99% of time you want it blowing air DOWN on the heatsink. Milage will vary.

If it doesnt come with one, doubtful. If you want high FSB overclock as opposed to raising the multiplier, then yes you want a souped up heatsink and fan on the northbridge.
 
On most HS/Fan combos, blow the air towards the heatsink. The exception is the Alpha brand heatsink
You don't specifically need a fan on the northbridge, but it's not a bad idea.
A fan on the northbridge will help stability in some cases, overclocking included.
 
Caine Hedgehogs are ideally setup with the fan blowing away from the hs. UNLESS of course you have a panalfo H1A 120cfm+ 120mm fan blowing directly onto it, then you want it blowing on the hs also =)
