Did anyone see what the specs for the GeForce GTS 450 are in that review?

I am pretty sure they tested the stock version. They even mentioned:

"In the low-end sector you may want to consider the GeForce GTS 450, especially its per-overclocked versions." This likely implies they weren't satisfied wtih the stock GTS450's performance.

anyone else feel like new vegas is slower than fallout 3 by a lot? they would seem to be basically teh same engine, and i actaully have a slightly faster cpu than when i played fallout 3 (i had an athlon ii x2 250 then, and have a phenom ii x4 910 now) with a 4850, and fallout new vegas seems like its more sluggish, or at lesat in certain instances is.

Not at all. Did a time run with FRAPS around the New Vegas periphery (skirting the settlements of Freeside, North Vegas, The Strip. It averaged 59 FPS (vertical sync off) with all in game graphics options maxed. In FO3 running from Rivet City to Megaton I got around 57 FPS. Water effects running along the river might have dragged it down a bit. The only place my FPS really drops is on the Strip itself with all the NPCs and lighting effects.
