The only genuinely frustrating thing about Fallout 3 is the abysmally slow movement speed. Outside from that it had a bit of a learning curve at first but once you started to realize how important stealth and ammo conservation (as well as a hefty amount of stopping and scavaging EVERYWHERE) the game starts to grow on you.

If you holster your weapon (hold down 'r') you move about 10% faster, I find that speed acceptable if not especially speedy.
There isn't much I dislike about the game, although I'm quite disappointed with the Centaurs and Super Mutants (by the way, this is my first Fallout game). Both of those creatures look fantastic but are complete pushovers. At least Super Mutant Brutes can soak up some serious damage, but the regular Super Mutants are weak sauce.
Now, if only the game didn't crash on my system every 30 minutes or so...

Wait until you guys (those who haven't, of course) meet Deathclaws, they are, from my 60 hours current game observations and experiences, the very toughest of the enemies in the game, not even the Behemoths are as much of a threat (yes, the Behemoths are huge, but that's pretty much about it, they just need a lot of ammo to kill). And never take them for granted if they aren't close to you, they can leap. When I meet one I know I can kill it but I know my Stempacks will be needed a lot and I know I'll need to fix some body parts too, they are costly opponents.

Anybody know why I would suddenly start walking very slowly? If I hold down shift, I run, but my normal walking speed has turned into the "overencumbered" speed. I'm only holding 64 units of weight and I'm not crippled.

It sounds like you just need to go into settings and turn on "always run"

Deathclaws just started spawning en masse for me. They aren't that tough on 'hard'. I'm level 16 and using a hunting rifle, combat shotgun and plasma rifle with 3 VAT enhancing perks. I can have the deathclaw down to a couple bars of health by the time it gets in range to melee me. Now if we want to talk about hard, let's talk about Mister Gutsy and Sentry Bots. The former consistently wastes me and requires a lot of ammo from me to take down.

Fallout 3 is good, and when modding tools are (hopefully) released it'll be even better, but there is no such thing as a perfect, 10/10 game.

Should I play fallout 1, 2 before 3?

The bots are easy. You don't do "head shots" you do "sensor shots" like in previous fallouts. Using VATS to shoot the sensors makes them pushovers.
