Faint monitor flickering.

I just got installed a Radeon 9700 pro AIW, and after installation, when I get into the desktop, I see flickering. It's mostly apparent on gray backgrounds. I've installed the latest video drivers and messed with the refresh rates, but still nothing's helped. Does anyone know if the power supply (250W) might cause horizontal distortions (albeit faint), or if the video card is just faulty. I actually also got more intense flickering in games at 1280x1024 res. at 70Hz. My monitor can only support 60 and 70, so now I have it set back at 60. Any help is appreciated.
 
did the monitor do this on your old card?

check the radeon with another monitor to rule out the card. if it still does it on another monitor, then i suspect a faulty card, possibly the ramdac.
 
If it does it on multiple cards, make sure there are no fans, heaters, AC units, etc. on the same CIRCUIT as your computer. My brother ran an air purifier in his room which shared the same circuit. The shaking drove me nuts until I pulled the plug on the purifier. 🙂
 
Most people will be sensitive to flicker at 60Hz, and even 70Hz would be intolerable to many users due to noticible flicker on light backgrounds. If you are using a CRT that only supports 60 or 70 Hz, you need to invest a little money on a new display that supports tolerable refresh rates.

It did not do this with my old card, I will try it on another monitor to see if it still does it. And no other devices (besides speakers, printer, cell phone charger) are connected to the circuit.
 
Well I hooked my video card up to my friend's computer (actually a 200w psu) and the display was completely uncorrupted. Could there still be something faulty with the card or is it a compatability issues...I've tried everything now, drivers, monitors, different computers...just doesn't work with my setup. Maybe I'm missing something, any suggestions?
