Faint black lines appear in games. Video or Motherboard problem?

First off, here's my system running WinXP:

P4 1.6GHz
MSI 645 Ultra mobo
PC2700 256mb DDR
Radeon 8500 128mb

When playing games or even scrolling around in Windows, I notice these faint black (the color faintly changes or flashes, might not be black) spots/lines that appear. It's particularlly noticable in games I'm playing. I've also noticed that the mouse has dissappeared in Age of Mythology until I move it, then it is faintly there with a little black box around it. It then dissappears again when the mouse movement stops.

These black lines/spots are terribly annoying. I've changed video drivers a couple times and am currently running the 6094 beta (?) drivers without it helping anything.

The lines remind me of when I have my cellphone next to the monitor and I get a call. The cell phone interfers with the monitor and there's black lines and fading every where. The picture is just going crazy.

Anyone know the solution or have similar problems? This doesn't only happen in AOM. I don't play many games, but it happens in all the ones I've tried.

Also, I had an AMD system (Athlon XP1700+, 512mb ram, Epox 8k7a, same video card) and never had any of these problems. The first time I switched over to the P4 system I noticed the problem. It never really bothered me until I started playing computer games again the other day.

Edit: "black lines" might be a bit confusing. i don't really see defined black lines on the monitor. It's more like video interference of some kind.

I just noticed that the video interference/problems don't happen when there's a still picture being shown on the screen. Only when there's a moving picture....which would explain why I only see it in Windows when browsing through windows explorer or scrolling through internet explorer browser. And it would explain why I see it so much in games (since they move a lot).

I just installed the Intel INF drivers a couple hours ago. Do I need to reinstall my video card drivers afterwards?

Please don't say that 😛 Would be kinda weird that the monitor went crazy at the same time I "upgraded" to a P4 system....

 
What monitor?
Are the problems always in basically the same location(s)?
What refresh rate are you running @? (Is it out of spec?)

Get the latest drivers, or perhaps, find a better way to cool your card, or even underclock it for lower temps.
