FAIL SAFE MODE

It means that its runing at the lesser possible settings in order to keep it as stable as possible. That is, instead of runing at 200Fsb, you might be runing on a 100Fsb, same for your memory.

You have to go into the BIOS and load Optimal Settings, or simply load your own settings.
