I recently signed up for Facebook on my new updated iPhone. I selected to Allow Access to my photos so I could add my profile picture and other photos.
Does Facebook have access to my device camera roll always now, or is it when the app is open and I’m selecting which photos to share?

You can shut it off in settings-Facebook app

If you turn access off it no longer has access.
If you allow access it has access. Maybe not now when the app isn’t running but who knows what a future update may include
Not sure what else there is to say.
