What is the ezpass mistake they were advertising on the news last night?

There seems to be a host of them. My favorite is that it cost them $20 million to collect $10 million in fines (in Jersey).

my mom kept getting a $0.07 bill from the phone company for some charge from my sister's dorm room. she just kept ignoring the bill because she didn't want to spend 34 cents to pay a 7 cent bill, and also wanted to see how much postage the phone company was willing to spend to collect the bill. I think they've sent about 4 bills by now.

Hmm... that can't be what they kept advertising for the 10 o'clock news here in NY... nobody knows why? I couldn't catch the story and I'd like to know what the problem was... well at least what they were reporting on.
