extremely weird problem

Hello. I was building a computer for my friend and had installed the memory, cpu, hard drive, floppy disk, cd rom and graphics card. ie starting with the bare minimum. I was half way through installing windows 2000 untill my little brother came and switched it off from the back. When i tried to boot it up again there was no signal going to the monitor from the graphics card and also the usual "beep" was not coming from the speaker when it starts up. At first I thought that the problem was caused by the graphics card(voodoo5 pci) but I inserted that into my other pc and seemed to work perfectly. I even disconnected everything from the motherboard and still the beep was not coming out. Also another thing is that the two LED's on the motherboard, the green and red ones are perfect. I have a trenscend TS ALR4 motherboard. If any one could give me any suggestions or comments on how to solve this problem then I would very much appreciate it. Do you guys think the motherboard is at fault even if the LED's are working normally?

Yeah I've tried doing that. i've even tried removing the battery for a couple of hours. another question. If the 2 lights are working normally does it mean that the motherboard is working properly?
