Extremely slow file transfer speeds in Vista

My file transfer speed (between HD's) refuses to go over 3.01 MB/sec no matter what I do, I never had such slow copies in WinXP (on this same machine).
Is this a known problem? Is there some sort of fix?

Please help me!!!!!
 
I have a small update, the problem is just with one of my drives, but only in vista, when I copy from one partition to another one on my other drive it is fine. Here are HD Tach results from the problematic HD, and here is the other HD for comparison.

My bad, I was in a hurry when I posted before.
I went into the BIOS and Primary master (the problematic HD) was listed as "not detected" so I had the BIOS redetect the HD's and everything worked out.
I still don't understand how windows detected the HD when the BIOS didn't and why that would limit the HD speed...
