The PSU will be fine. The CPU should be okay too, for some games it will be better to have it running at 2.4-2.8ghz though. Which is a really easy to achieve, even on the stock cooler.

will 4GB make sense to put the extra ~50 out for? or is 2Gb fine?
Also, would the E2180 OC well with that cheap mobo?

If you can, add on a $15-20 cooler. Wost case its only as good as that tiny HSF intel gives you, best case it helps you OC .5-1.2Ghz more

Check the hot deals forum for a Rosewill 775 cooler for $18 shipped. Looks decent.
