extracting software from a hard drive to another?

I bought my father a new laptop. His old laptop is really crummy, but he has some important software on it that he needs. Is there any way to extract these programs so that he can put them on his new hard drive on his new laptop?
 
Norton used to have a program that could do this but not sure how well it worked. Unless he could clone the drive I think your pretty well screwed without the actual disks or uninstalled software files.
 
I know how to transfer files from one laptop hard drive to another. But maybe you are asking how to transfer the program without the installation file?
